For ColinTB's benefit and definitely not for Goon Squad's I think the fairest way the League can solve the crisis is to award the Premiership based on the Alphabet - another title for my beloved Gooners, you see !! :D :D :D

Sulky, tempted as I am to your solution - much more than the likely outcome - I feel it's too simplistic approach.
Clearly to be awarded the big prize there needs to be a range of factors taken into consideration. I truly believe that any club which can satisfy all these tests truly deserves to be called "The Greatest" :

Founder members of the Football League in 1888
Founder members of the FA Premier League in 1992
First club to be presented with the League Championship trophy
First club to present medals for winning the Championship
First club to stage an FA Cup final 1894, Notts County v Bolton Wanderers
