I've amended the set list I posted earlier (see above). I had all the right songs, but not all in quite the right order! The version you know see is the correct one

However, I think his longest stretch between releases was 1998 to 2002 (I don't count For The Stars as an EC album). But nowhere in there did he ever announce he wasn't making albums; he simply didn't record any, likely because he didn't have songs he felt like recording. It wasn't Elvis' decision ...
